TL:DR: Best fix/results so far - Download and run the TDU2 Universal Launcher (yes, it supports online play), this has had positive effects for me so far, maybe even solving the issue but it's too early to say. Since then I've slowly been working on refining the tweaks and I have them to the point where I am pretty pleased with the end results now.
